A CALL has been issued for an end to “protracted delays” which have stalled a major social housing scheme in Downpatrick.
Only part of the former Downe Hospital site has been developed to provide much-needed new homes with contractors vacating the site over 16 months ago.
It was hoped behind-the-scenes negotiations would have resulted in work getting underway at the start of the New Year, but the site remains dormant.
Previous work to seal the main hospital building and the original infirmary at the rear of the site has been undone by the weather after both buildings were exposed to the elements, with concern growing about the impact this will have on completing the scheme which is being spearheaded by Clanmil Housing.
Clanmil had partnered with Milfort to deliver the public sector housing initiative with work underway on redeveloping the main hospital building before it stopped after issues arose between both parties.
A large extension has been built at the rear of the original hospital but the site has remained dormant with both the social housing provider and local politicians keen to see it restarted.
The refurbishment of the old hospital and former infirmary — both of which enjoy protected status — is the second phase of the redevelopment scheme at the sprawling site bordered by Pound Lane, John Street and the Killough and Ardglass roads.
New homes have already been built at the former Pound Lane health clinic and St John’s House residential home.
The refurbishment of the main hospital building and the original infirmary in tandem with the other new-build family homes will provide 66 new homes, including 20 apartments specifically designed for active older people.
It was confirmed late last year that new tender documents were being drawn up to pave the way for construction work to recommence at the former hospital site.
Given the increasing demand for social homes in the Downpatrick area and the number of people classed in the urgent need category, local politicians are keen to see work restart as soon as possible.
They say there is a pressing need for both social and affordable housing options in Downpatrick, that serve the needs of local people and their families, with everyone deserving access to a roof over their head in a comfortable home.
South Down SDLP MLA Colin McGrath and Downpatrick councillor Conor Galbraith have written to Clanmil seeking an update on the progress of securing a new contractor and a start date for work recommencing.
Mr McGrath said the need for the social housing development was “well known and well rehearsed” with many families across the area are facing significant uncertainty as they remain without a home.
“There are escalating costs of temporary housing or emergency housing and the need for this development has never been greater,” he declared.
“The Clanmil development will also provide for those with additional needs. The fact the site has been sitting for so long without any work ongoing is something that needs to be addressed urgently.”
Cllr Galbraith said demand for new houses outstripped the available stock.
“Until the Housing Executive gets back to building houses again, then this demand will only increase,” he said.
